A Small Change With a Big Impact: Florida House Unanimously Passes Veteran Medical Cannabis ID Fee Reduction

This 2026 legislative session marks an important moment for compassion, fairness, and common-sense cannabis policy in Florida. The Florida House of Representatives has unanimously passed HB 887, a bill that will reduce the cost of medical marijuana identification cards for honorably discharged veterans.

As Executive Director of Suncoast NORML, I want to celebrate this milestone and thank the lawmakers who recognized something simple but powerful: our veterans should not face financial barriers when accessing medical cannabis. 🇺🇸🌿

What HB 887 Does

Under current law, patients in Florida’s medical marijuana program must pay a state fee to obtain or renew their medical marijuana use registry identification card through the Florida Department of Health.

HB 887 creates a meaningful change:

• Honorably discharged veterans will pay a reduced $15 fee for issuance, replacement, or renewal of their medical marijuana ID card.

• Veterans can verify their status using documents such as a DD-214, a VA identification card, or a Florida driver license with a veteran designation.

This may seem like a small administrative change, but for many veterans—especially those living on fixed incomes—it removes a real barrier to care.

Why This Matters

Veterans across Florida use medical cannabis to manage conditions connected to their service, including chronic pain, traumatic brain injury, and symptoms associated with post-traumatic stress.

For years, advocates have pushed policymakers to recognize two realities:

1. Veterans are among the patients who benefit most from medical cannabis.

2. Access should be affordable and dignified.

The unanimous vote in the House sends a powerful message: supporting veterans and improving access to medical cannabis is not a partisan issue. It’s a matter of respect and common sense. 🤝

A Step Forward—But More Work Ahead

While we celebrate this victory, the bill still must complete the legislative process in the Florida Legislature before becoming law.

Suncoast NORML will continue working with lawmakers, advocates, and patients to ensure this reform reaches the Governor’s desk.
